Public Statement – Financial Services (Jersey) Law 1998, as amended (the “Law”) Ms Pippa Marie Harbour (“Ms Harbour”) (D.O.B. 22.11.1960, or 22.11.1954, or 22.11.1957) of Shoreham Lodge, Rue des Varendes, Castel, Guernsey, GY5 7RF)

The Jersey Financial Services Commission (the “Commission”) issues this Public Statement under Article 25(a) of the Law with respect to directions that the Commission has given under Article 23 of the Law to Ms Harbour.

Following an investigation into the fitness and propriety of Ms Harbour, the Commission decided that, on the basis of all the information presented to it, it was necessary and appropriate to restrict Ms Harbour’s future employment within the finance industry in Jersey through the use of directions given under Article 23 of the Law.

The restriction prevents Ms Harbour from engaging in any employment with any registered person, as defined under the Law. Ms Harbour has been issued with similar directions under the equivalent provisions of each of the other regulatory laws.1.

The Directions shall remain in force until such time as Ms Harbour satisfies the Commission that there are no longer any grounds justifying the Directions, in which case the Directions may be withdrawn or varied.

The reasons for the Directions arise from Ms Harbour’s conduct and when considered with reference to the provisions of the Law, they are that:

1.1 Ms Harbour has failed to satisfy the Commission of her true identity, sufficient to allow the verification of her qualifications and, consequently, the Commission is unable to discharge its statutory duty under the Law by, in particular, satisfying itself as to Ms Harbour’s fitness and propriety.

1.2 The Commission cannot be satisfied that registered persons could fulfil their obligations under the Law, if employing Ms Harbour, without verifying her qualifications and true identity.

1.3 Ms Harbour claimed qualifications by reference to forged certificates, namely; a Master of Business Administration Degree from the University of London, dated 18 July 1991, and a Bachelor of Arts Degree from the University of Reading, dated 12 July 1982.

Ms Harbour will commit an offence, under Article 23(15) of the Law, in the event that she takes employment with a registered person. There are similar offences under each of the other regulatory laws. Any person with information to indicate that any such offence has been committed is asked to contact the Commission.
Any person who allows Ms Harbour to perform a function, engage in employment or hold a position in relation to a registered person knowing that such performance, engagement or holding is in contravention of the above mentioned directions will also commit a criminal offence.
